A construction of the medieval period, the church was built in the 13th century by the Guelph faction of Cremona. When, after the death of the emperor Federico II, Buoso di Dovara instituted a Ghibelline signoria with the support of the aristocratic faction (1254), the Guelph part of the town, mostly ordinary people, formed a centre of power in the Cittanova quarter where the palace of the same name arose.
The construction scheme is that typical of the Lombard broletto (medieval municipal palace) of one block surrounded by windows with three lights and covered with wooden coffering, with a portico of ogival arches on the ground floor and a large upper hall.
